On October 30, 2019, the National Development and Reform Commission announced the "Guiding Catalogue for Industrial Structure Adjustment (2019 Edition)" (Order No. 29 of the National Development and Reform Commission of the People's Republic of China). Among them, the encouraged categories involved in the coatings industry are: waterborne woodware, industrial, marine coatings, high solids, solvent-free, radiation-curing coatings, environmentally friendly, resource-saving coatings with low VOCs content
On July 3, 2019, the Ministry of Ecology and Environment issued the "Comprehensive Management Plan for Volatile Organic Compounds in Key Industries" (hereinafter referred to as the "Plan"). According to the "Plan", China will vigorously promote source substitution, comprehensively strengthen unorganized emissions control, and promote Build suitable and efficient pollution control facilities, implement in-depth fine control and other measures, comprehensively control VOCs in six key industries such as petrochemical industry, chemical industry, industrial coating, packaging and printing industry, oil storage and transportation, industrial parks and industrial clusters.
On January 2, 2019, the Ministry of Ecology and Environment issued the 2018 "National Advanced Pollution Prevention and Control Technology Catalog (Atmospheric Pollution Control Field)", listing "Wood Furniture Waterborne Coating LED Light Curing Technology" as a demonstration of volatile organic industrial waste gas pollution control field technology.
On July 3, 2018, the State Council promulgated the "Three-Year Action Plan to Win the Blue Sky Defence War", which clearly mentioned that key areas are prohibited from producing and using high-VOCs content solvent-based paints, inks, and adhesives. Study to include VOCs in the scope of environmental protection tax collection. Formulate regulations on the management of emission permits, regulations on air pollution control in Beijing, Tianjin and Hebei and surrounding areas. Before the end of 2019, complete the formulation of mandatory national standards for VOCs content limits for paints, inks, adhesives, cleaning agents and other products, and take the lead in implementing them in key regions from July 1, 2020.
On September 14, 2017, the Ministry of Environment and Environmental Protection and other six ministries and committees jointly issued a notice to publish the "Thirteenth Five-Year Plan for the Prevention and Control of Volatile Organic Compound Pollution". The plan requires that we fully understand the importance of comprehensively strengthening VOCs pollution prevention and control, and by 2020, establish and improve a VOCs pollution prevention and management system centered on improving ambient air quality. The task mentioned that in the wooden furniture manufacturing industry, vigorously promote the use of water-based and ultraviolet light-curing coatings, and the replacement ratio will reach more than 60% by the end of 2020.
On December 26, 2016, the three ministries of the Ministry of Industry and Information Technology, the Ministry of Science and Technology, and the Ministry of Environmental Protection issued the "Catalogue of Toxic and Harmful Raw Materials (Products) Alternatives Encouraged by the State (2016 Edition)", whose main purpose is to further guide enterprises to develop and use low-toxicity and low-toxicity And non-toxic and harmless raw materials, reduce the production of toxic and harmful substances and pollutant emissions in the production process. "Catalog" clearly proposes to replace solvent-based coatings with water-based or solvent-free UV-curable coatings, and to replace solvent-based inks with water-based or solvent-free UV-curable inks.
On November 24, 2016, the State Council issued the "Thirteenth Five-Year Plan for Ecological Environmental Protection" (hereinafter referred to as "Planning"). It is clearly proposed that key regions and key industries promote the control of the total amount of volatile organic compounds, and the total emission in China has dropped by more than 10%. Improve the emission standard system of volatile organic compounds and strictly implement the emission standards of pollutants. The paint industry implements low-VOC content paint replacement, paint process and equipment improvement, and builds volatile organic matter collection and treatment facilities. The printing industry comprehensively carried out the replacement of raw and auxiliary materials with low volatile organic content and improved the production process.
The Ministry of Industry and Information Technology released the "Plan" on July 18, 2016, proposing: To reduce the use of toxic and hazardous raw materials. Implement volatile organic compound reduction plans, and promote alternative or reduction technologies in key industries such as paint, furniture, printing, automotive manufacturing, rubber products, and shoemaking.
On July 8, 2016, the Ministry of Industry and Information Technology and the Ministry of Finance organized the "Action Plan for VOC Reduction in Key Industries". The plan proposes:
Coating industry. Focus on promoting green paint products such as water-based paints, powder paints, high-solids paints, solvent-free paints, and radiation-curing paints (UV paints). Ink industry. Focus on R&D and promotion of water-based inks with low (no) VOCs on non-absorbent substrates (VOCs content below 30%), single-solvent gravure inks, and radiation-curable inks.
Packaging and printing industry. Promote the application of green (low) (no) VOCs content of green inks, varnishes, fountain solutions, cleaning agents, adhesives, thinners and other raw and auxiliary materials; encourage the use of flexographic printing processes and solvent-free composite processes to gradually reduce the gravure printing process, Dry compound process.
Furniture industry. Wood furniture manufacturers promote the use of water-based paints with low VOCs content, and encourage the "oil to water" process and equipment transformation; software furniture companies promote the use of water-based adhesives.
